Kelly is a Financial Services Lawyer who advises both international and local clients. His primary responsibilities are providing advice to Fund Managers for set up, dealing with MFSA license applications for MiFID Firms, Banks, Payment Services Providers and Securities Listings, as well as providing advice on ongoing regulatory and anti-money laundering compliance and obligations. He also liaises with regulatory bodies on a daily basis to ensure the smooth running of operations and advises clients on corporate matters.
Prior to joining WH Partners, Kelly, having been approved by the MFSA to act as a Risk and Compliance Officer, and by the FIAU to act as a Money Laundering Reporting Officer (MLRO), worked in the financial services sector with various MIFID and UCITS licensed companies monitoring portfolio management risk metrics and the technicalities of various securities transactions concerning FX, derivatives, bonds and equities, whilst also being responsible for their on-going regulatory affairs.
Kelly holds a Masters in the Science of Finance (CFA Programme Partner) from Trinity College, University of Dublin with a dissertation entitled, ‘A Sovereign Wealth Fund for All’ for which he obtained a distinction. Kelly also graduated with a Doctor of Laws degree from the University of Malta.
He is a member of the Malta Chamber of Advocates and was admitted to the Bar in Malta in 2011.
